Why are my legs getting uglier?

Lately, my legs have been keeping that "goose-bump" look from where the hair follicles are. They aren't raised bumps, but it looks like I haven't shaved even though I just did! hope someone knows what I'm talking about and can offer advice on how to get rid of that unsightly look. I've tried tanning my legs, but those "hair follicle dots" don't go away. HELP!!

Try exfoliating more, especially before shaving, I used to get it too.
