i have an area of pigmentation on my neck how can i remove it ?

I've started taking 2tbs of Organic Apple Cider Vinegar since January and the pigmentation of my forehead and cheeks are dissappearing. Crushed horseradish condiment or oil etc put on the pigmentation also helps to lighten darker skin - it works - I have now started applying apple cider vinegar on pigmentation before moisterising. I also had a small age spot of my hand it is almost gone.

Pigmentation results from aging, some more than others.
