Hi, I too have a similar problem, permanent bags under my eyes. I was advised by a beautician that this is caused by a build up of fluid. She told me to run my fingers under the eyes and around the brows a few times gently and then do this the other way in a morning to disperse the fluid and get this, relax with cold tea bags on my eyes to take down the puffiness and the redness. ( don't leave the teabags on too long, tea stains  )
i have just ordered Carol Maggio's facercise book to see if there are any exercises to tighten up that area, I will let you know if it works miracles.
Meanwhile as a quick fix for a night out, try Skin Doctors 'Instant Eyelift' from Boots, its expensive by my standards at £20. but worth it and if nothing else try Dior's Skinflash Radience Booster Pen, again pricey but hey we're worth it.
I hope that this is some help.
