I feel happy too for England/UK.
Though I live in France, near Paris (which is a town I do really love too), I love London since my first trip in 1984, and I was really surprised and happy to hear the announcement.

I am guessing this is what you mean!
I'm not sure if it's a good thing or not really, already London can't cope with the volume of people that live there, without adding people who will come and see the games into the equation.
But at least certain areas will be redeveloped which is good.
