Should i marry or stay single

iwas married before for 19 years we split because he cheated.after that i was happy single with my 3 children. then i met my new partner, we have been together over a year.we have an up and down relationship brought on by his moods.hes not english, i do love him hes great with the kids , i know he cares about us but i dont know if he loves me
