It all depends
I think the answer to this all depends on the relationship between the Brides family and the Groom. The Mother of the Bride does not need to wear white (duh) but a dress that simply reflects the formality of the ceremony. The Father of the Bride can wear anything at all, depending on his relationship with the bride and groom. At my wedding, the father of the bride wore the exact same tux as the groom, but that was requested from the groom. If the wedding was less formal and the relationship was rocky between the groom and father of the bride, then he could have gotten away with a nice suit and nobody would have even noticed.
