Hi i have the same problem but..it can be due to body type...
hips sometimes are not the result of flab but i was told that it can be bone structure if you are born with such bone structure like wide hips ( i have a wide pelvis so my hips are naturally wide) there is nothing much we can do about it.., I'm a bit less than your weight, and my hips are like 40..but when i come to touch my hip side i can feel its only bones...9.5 or a bit less is the only lesser i can get, and if i exercise instead of loosing weight i gain more weight than when i diet. i suggest you search about 'body types' it will give you more information about how to diet within your body type.. hope this helps
ps regarding tummy i never had problem with tummy flab, but i think what i have suggested..read about body types probably it will tell you something , and doing 60 mintues walking each day will not hurt...but probably reduces abdominal fat areas.
