Flabby belly but not overweight

I'm 5'5", weigh 52kg (8st.7lb) and have a horrendous jelly belly after having 2 kids. When I breathe in my stomach looks disgusting -cellulite and shrivelled excess skin. I would like to achieve a decent enough stomach to wear a bikini again. I can't get to a gym.
Does anyone have any advice on how I can achieve this or do I need to opt for a tummy tuck? I've just had a boob job and know that I can't exercise for 4-6weeks.
