The answer depends entirely on the system used. If the Decanate system is used then all that is needed is your date of birth, this will give a fairly brief but usually quite accurate reading. For a full reading using the more usual western systems, then your time and date of birth (adjusted for local time difference) would be needed, plus your place of birth.
With these details, a fairly good forecast is possible, however, many astrologers these days use computer programs to provide forecasts using the above details, and these are never as accurate as one drawn by hand.
