"Adopting my foster child"

I have fallen in love with my 10 month old foster child. He has been with us since birth and I have stayed with him when he has had to have operations in hospital. the plan was for him to go for adoption at about 4 to 6 months, but because of medical issues this did not happen. Now I have really bonded with him and he has really bonded with me. I do not know if I can let him go. We have an 8 year old daughter and a 5 year old (adopted) son. They too love the little one. Social Services seem to be obstructive, saying that I wont be able to foster any other children for 6 months if we go ahead and adopt the little one. However, we get paid an allowance for fostering and that helps us with our budget. We know we could not be paid an allowance for the little one if we adopt him, but we have another place available. At the moment a little girl is also staying with us. she has been with us for over a year. She goes to a new family next week and guess what? they will NOT have to give up their jobs. She will go to a childminder after only 6 weeks. Please can someone out there advise me as I cant seem to get any constructive advise anywhere.
